The Fraser Health Authority and Fraser Region of the Ministry of Children and Family Development (MCFD) are pleased to announce the beginning of a joint integrated Early Childhood Development (ECD) planning process. The goal is to develop a Strategic Early Childhood Development Framework that will guide decision-making and resource allocation to improve child outcomes and achieve systemic and fiscal efficiency in the Fraser Region.
This initiative will build on consultations and plans already done by MCFD and Fraser Health as well as Success By 6®, Children First and Aboriginal Circles. It will also incorporate work arising from new provincial ECD initiatives such as those related to literacy, school readiness, early learning and childcare.
Consultants Penny Coates and Cindy Carson have been retained to staff this initiative. Penny is the coordinator of Success By 6® in BC and facilitates the Surrey/White Rock Children First committee. Cindy is the former coordinator of First Call: the BC Child and Youth Advocacy Coalition. Both have extensive experience in ECD policy, community development and broad social planning. Their goal is to produce an ECD Environmental Scan and Strategic Framework for the Fraser Region by Jan/06, drawing upon the expertise of stakeholders throughout the region.
